Speaker uses GMC Balayogi's rule

Actually, this rule has been invoked when TDP tried to obstruct the Congress move to suspend its Seemandhra MPs for constantly disrupting the proceedings.
As per this rule, A member named by the Speaker could be suspended from House for five consecutive sittings or the remainder of the session. This rule is an brainchild of former speaker late GMC Balayogi and it was added to the rule book in the year 2001 at the insistence of this Andhra leader.
Interestingly, Meira Kumar is the first speaker to use to rule to suspend the members and it was used against the same Andhra leaders.
GMC Balayogi was the speaker during NDA's rule and he brought this rule to find a solution for frequent disruptions in the House.
